Physical Demands and Required Experience:
<ul>
<li>5+ years’ experience in progressive human resources environment.&nbsp; </li>
<li>Experience as an HR Generalist (with experience in the hospitality industry is a plus)</li>
<li>Bachelor’s degree in Human Resources, Hospitality or related field preferred.&nbsp;</li>
<li>MUST have excellent communication and people skills</li>
<li>High level of integrity to handle confidential information with regard to payroll, benefits, and other employee and business data.</li>
<li>Able to multitask and effectively manage multiple projects, priorities, and deadlines</li>

The Program Specialist role directs and manages overall daily operations of a site/program with the primary concern for a comprehensive, outcome-driven program and service delivery.  Requirements A program specialist in a school-age program shall be at least 20 years of age and have a high school diploma or equivalent, including but not limited to a General Equivalency Diploma (GED), a High School Equivalency Test (HiSet), or a Test Assessing Secondary Completion (TASC), and have at least one of the following: (1) Written documentation from or on file with the department that she or he was qualified and employed as a site director in a school-age program on or before the effective date of these rules in 2022; (2) A minimum of an associate’s degree in child development, education, recreation, or other field of study focused on children, awarded by an accredited college or university; (3) Certification of successful completion of training as a recreation director plus 1000 hours of experience working with children in a licensed child care program, recreation program, or a public or private elementary school; (4) A total of 12 credits in child development, education, recreation, or other field of study focused on children, from an accredited college plus 1000 hours of experience working with children; (5) Current certification as an educator by the Department of Education; or (6) Experience working with children totaling 2000 hours and: a. Current certification as a para II educator by the Department of Education; or b. Both of the following: 1. Documentation of enrollment in a course for at least 3 credits in child development, education, recreation, or other fields of study focused on children, through an accredited college or university and a written plan on file for completion of at least 3 additional credits as specified; and 
2. Within 12 months of the date the individual begins working as a site director, documentation of successful completion of a total of at least 6 credits as specified in b.1. shall be on file for review by the department.

As the Secondary Operator, you will report to the Projects Plant Manager, and participate in the daily operation and general maintenance of equipment, structures, and grounds at the Town of Manchester-by-the-Sea’s 3 MGD Trident Microfloc Surface Water Treatment Facility, two ground water wells, and 1.7 MG storage tank – to include assisting with the management of all associated regulatory sampling programs – in a safe and timely manner. The Secondary Operator is responsible for helping foster and maintain a safe work environment for all plant personnel and visitors.&nbsp;Essential Duties include but are not limited to:

<li>Support daily operations and maintenance of assigned equipment to include residual management, electrical and mechanical components, SCADA and remote communications networks, and strategic pump and flow management.</li>

Schedule:

<li>This project operates on a two-week rotating schedule, rotating with the facility’s Plant Manager and Primary Operator. The Plant Manager and Secondary Operator rotate long and short weeks and on call coverage. </li>

<li>Example schedule below:</li>
<li>Week 1 – Long Week – 7 days on: Tuesday through Monday first shift, 0600-1400 or 0700-1500. </li>
<li>Long week operator is on call this week, from beginning of Tuesday shift, to beginning of next operator’s Tuesday shift.</li>
<li>Week 2 – Short Week: Off duty Tuesday first shift, on duty Wednesday through Friday first shift, 0600-1400 or 0700-1500, off duty Saturday through Monday.</li>

<li>Availability for standby duty&nbsp;and the ability to be “on-call”, working evenings, weekends and holidays as needed.&nbsp; Response to emergency events and alarm callouts as needed and required within 45 minutes. What will you need to succeed?

<li>Must possess a minimum of a Massachusetts Grade 2T OIT Drinking Water Operator License, with the ability to acquire the Grade 3T OIT within 2 years. </li>
<li>Minimum of 1-2 years’ experience in the water treatment industry preferred.</li>
<li>Proficiency with computers, including an ability to work with: SCADA, Microsoft Word, Excel, Maintenance Management Programs, and other site-specific systems.</li>
<li>Excellent verbal and written communication skills and interpersonal skills.</li>
<li>High school diploma or equivalent.</li>
<li>Must possess a valid driver’s license.</li>
<li>May require an irregular work schedule and overtime hours.</li>
<li>Ability to establish and maintain effective working relationships with superiors, other personnel, and the general public.</li>
<li>Ability to communicate effectively, orally and in writing.</li>
