Controller
GENERAL STATEMENT OF DUTIES: The Controller is a senior management position within the Finance Team, responsible for overseeing accounting operations and leading the finance team. Reporting directly to the Chief Financial Officer (CFO), the Controller will play a key leadership role in ensuring the accuracy, integrity, and efficiency of financial reporting and the accounting process. This position offers significant opportunities for professional growth and development within finance leadership.
SUPERVISION RECEIVED: Receives direction from the Chief Financial Officer who reviews work for soundness of judgment and adherence to rules, regulations and policies.
SUPERVISION EXERCISED: Exercises direct supervision of financial department staff, in conjunction with the Chief Financial Officer, and reviews work for accuracy and compliance.
EXAMPLES OF DUTIES AND RESPONSIBILITIES: Oversees all accounting functions, ensuring accuracy, efficiency and compliance with applicable laws. Manages daily accounting operations, including general ledger, accounts payable and receivable and procurement. Supervises document control systems, ensuring the accurate storage, organization and retrieval of financial records. Manages all banking activities, including transfers, deposits, reconciliations and account monitoring. Ensures strict adherence to Generally Accepted Accounting Principles (GAAP), regulatory requirements and internal policies. Maintain robust internal controls, identifying areas for improvement and implementing refined processes to strengthen financial integrity. Directly supervise the Fiscal Team, providing strategic leadership, coaching and support. Cultivate a collaborate and accountable team culture aligned with organizational goals. Lead financial reporting processes, ensuring timely, accurate and complaint reporting in support of decision-making.
REQUIRED QUALIFICATIONS: Minimum of five (5) years of progressively responsible experience in accounting or financial management, with demonstrated success in financial reporting and oversight. Bachelor’s level degree in Accounting, Finance, Business Administration or a related field required; advanced degree (MBA, MPA) or CPA designation is strongly preferred. Candidate should possess strong leadership skills and substantial financial and budgeting experience, particularly within Massachusetts state government. In-depth knowledge of accounting principles, financial analyses and budget development. Experience with Massachusetts state financial systems, particularly MMARS, is strongly preferred. Proven leadership experience with a track record of effectively managing teams and driving performance. Proficiency in Microsoft Office Suite, especially Excel, Word, and Outlook) and Google Suite. Strong ability to manage multiple priorities; self-motivated, resourceful, adaptable, and a collaborative team player. Ability to quickly learn and navigate new or evolving state financial systems and platforms. Exceptional interpersonal and communication skills, with the ability to engage effectively with colleagues, government officials, and external stakeholders. Strong problem-solving abilities, sound judgement, and a commitment to continuous improvement. Possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator’s License. Regular and predictable work attendance. Ability to establish and maintain rapport with persons from different ethnic, cultural and/or economic backgrounds. Ability to adapt to varying work situations.
ADDITIONAL INFORMATION:
Shift: Monday – Friday (37.5 hrs)
Salary Range: $109,050.50 - $138,622.38
Grade: 24
Fringe Benefits: Full fringe benefit entitlements in accordance with State Personnel Policies.
