The Town of Falmouth seeks a full-time Deputy Building Commissioner to support the Building Division in its mission to protect the Falmouth community’s safety and welfare by ensuring that all buildings conform to the requirements of the Massachusetts state building codes, Massachusetts Architectural Access Board regulations, and the Town of Falmouth zoning by-laws. This is a full-time, benefited position that works at the Falmouth Town Hall and in the field 40 hours per week, Monday through Friday, from 8 a.m. to 4:30 p.m. Occasional after-hours work, including weekend work, is required on an overtime basis.
Under the general direction of the Building Commissioner, the Deputy Building Commissioner functions as the Assistant Division Head for the Building Division of the Community Development Department and:
- Assists the Building Commissioner with the overall management and supervision of the operations of the Building Division, including assistance with the interpretation and enforcement of the state building code and Town zoning bylaws;
- Manages the Building Division in the Building Commissioner’s absence;
- Analyzes, applies, interprets, and enforces the regulations and provisions of the Town's zoning bylaws. Enforces the regulations and requirements of special permits issued by the Zoning Board of Appeals (ZBA), Historical Commission, and the Planning Board. Enforces the regulations and provisions of comprehensive permits issued by the ZBA under Chapter 40b;
- Performs field inspections on residential and commercial properties to ensure compliance with ZBA, Historical Commission, and Planning Board use requirements. Confers with builders, architects, engineers, property owners, and the general public regarding use requirements, the application of zoning bylaws, and other related matters;
- Reviews all applications under Chapter 184 of the Falmouth Town Code, issues sign permits, notices of violation, and cease and desist/removal orders;
- Investigates complaints of alleged zoning violations. Performs site analyses, documents all compliance inspections and violations, and takes appropriate action as required and as directed by the Building Commissioner. Educates and assists the public with understanding the content and purpose of the bylaw. Maintains appropriate records;
- Assists the Building Commissioner in acting as a liaison to the ZBA, Planning Board, Conservation Commission, Historical Commission, and/or the Board of Health. May be required to attend after-hours meetings of these Boards and Commissions and report information. May appear before the ZBA when an applicant has appealed a determination; and
- Performs all other related work as required.
Minimum Qualifications: Bachelor’s degree in a field related to building construction and design, planning, or a related field and a minimum of five (5) years of experience in the supervision of building construction, design, and/or planning; or an equivalent combination of education, training, or experience which demonstrates possession of the required knowledge, skills, and abilities necessary to perform the essential functions of the position.
Must have certification by the Board of Building Regulations and Standards (BBRS) as a Local Inspector in accordance with 780 CMR 110 R.7, M.G.L. Ch. 143, Sec 3, and the Regulations of the BBRS. Must be a Massachusetts Certified Building Official (MCBO) or obtain the MCBO certification within 12 months of the start date for this position. Must have a valid Construction Supervisor’s License (CSL) and a valid
Massachusetts Class D motor vehicle operator's license. Must be available to attend after-hour meetings and to work weekends as needed.
The Town will provide on-the-job training regarding the Town’s zoning bylaws. However, working knowledge of building permit applications, Zoning Board of Appeals applications, and historic applications is preferred.
The successful candidate is an experienced professional with thorough knowledge of the Massachusetts Building Code and the materials, methods, and equipment used in building construction. Must have general knowledge of the accepted requirements for building construction, including plumbing, electrical, mechanical, and fire prevention and the ability to interpret technical bylaws and assess situations independently in the field. The ideal candidate also has meticulous attention to detail, strong interpersonal, customer service, organizational, and problem-solving skills, and the ability to enforce regulations firmly, tactfully, and impartially. The employee must be able to work effectively independently and also be a collaborative member of the Building Division and the larger Community Development team.
Starting Range: Step 1 ($39.83/hour) – Step 3 ($43.08/hour), commensurate with qualifications and experience, with room to grow along the 7-step pay scale.
