Title: Construction Manager (Construction Administrator)
Project: Construction Management Support Services, Veterans Health Care System - Electronic Health Record Modernization Infrastructure Upgrades
Locations: This project includes three separate on-site positions, one each in Massachusetts, Louisiana, and Pennsylvania. These roles are not traveling assignments; selected candidates will work exclusively at the designated project location.
Salary: $80K - $105K per year plus benefits
Candidates with a background in MEP coordination, low-voltage cabling, and modern security system installation will excel here—working closely with contractors and designers to ensure every system is built to spec, functions flawlessly, and supports critical hospital operations. Scope of Work: The government requires a Construction Manager/Administrator (CM-CA) to provide on-site Construction Management and administrative services. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting the STVHCS. This includes assisting the Contracting Officer and the Contracting Officer’s Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects.
The Construction Manager/Administrator (CM-CA) shall be required to perform services including, but not limited to, the following (in no particular order)
- Attend projects meeting with Architect, Professional Engineer, and contractors to aid in the forward progression to projects milestones and goals. Notes may need to be taken to communicate information to others.
- Develop project scope or works to correct items on the Facility Condition Assessment. This includes reviewing the existing site conditions, reviewing as-built drawing and discussing the impacts of the project on existing staff and services.
- Review design and construction submittals. Review design submittals to ensure the design in progressing to correct the deficiencies written in the A/E’s SOW. Review contractor submittals to ensure the components are within the specifications of the projects.
- Perform site safety round for construction projects. This shall include documentation of the site’s compliance with OSHA. Perform Infection Control Risk Assessment compliance as well.
- Perform Field inspection for construction projects. This shall include oversite of the contractor’s installations of components. Ensure the components are installed according to local building codes and VHA standards.
- Manages healthcare design and construction administration. This includes documentation on design and construction progression. This shall include but not limited to emails, daily logs, meeting notes, review sheets, and other items that can be later used to review project activity by other.
- Performs Healthcare Construction Management and post Activities. This includes review of project construction with other hospital activities. It will be required to consider how construction will impact other sections of the facilities. Will need to ensure projects construction will limit the interruptions to daily patient care. In will be important to consider project activation and integration into the facility’s daily operations.
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
- Degree from an accredited institution of higher learning and/or evidence work experience or knowledge to compensate for absence of higher education. A minimum of three (3) years of construction work experience may be substituted and will be reviewed for acceptability. A detailed dossier shall be presented.
- Bring hands-on experience in low-voltage systems, MEP coordination, and security system installation.
- Possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change and Information Management. They CM-CA shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation,
- Must have working experience in monitoring the construction for Quality Assurance. The CM-CA shall have experience in preparing, analyzing and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place
- Possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.
Preferred Qualifications:
- Experience as a CMa managing VA projects
- Experience as a CMa managing Medical projects
