Duties and Responsibilities 
The Air Force (AF) Special Access Program (SAP) Security Support Services (SSS) assists the AF cognizant security authority in oversight of enhanced National Security Objectives supporting AF SAP interests through active and integrated security operations, processes, mechanisms, and management. This support provides multi- disciplinary security support, including specialized analytical/program protection support, while being responsive and flexible to dynamic SAP security situations.
 
The Site Security Manager (SSM) is responsible for the security aspects of project planning, design and construction. The SSM is also responsible to ensure compliance of all regulatory requirements for the accreditation of the facility. Planners, Project Managers, Design Managers, Designers, and Construction Managers must work closely with the supported command and their designated SSM to determine the requirements for each project and ensure the implementation of the policy-based requirements. Duties include the following:

<li>Develops and implements a Concept Validation Request (CVR), Construction Security Plan (CSP), Pre-Con/Fixed Facility Checklist (FFC), construction oversight Standard Operating Procedures, and all TEMPEST documentation.</li>
<li>Conducts periodic security inspections for the duration of the project to ensure compliance with the CSP and Accrediting Official (AO) requirements.</li>
<li>Documents security violations or deviations of the CSP and notifies the AO within require timeframes.</li>
<li>Works with the construction firm(s) to ensure security of the construction site, construction materials, equipment, site access and compliance with the requirements set forth in the CSP.</li>
<li>Works with applicable AO to mitigate construction and physical strategies to counter security and counterintelligence threats.</li>
<li>Ensure strict adherence to the provisions of the NISPOM, its Supplement, the DoD Overprint, DCID, ICD, applicable UFCs, and SAP policies.</li>
<li>Provide day-to-day SSM associated security staff oversight including continuous assessment of procedures to identify shortfalls and provide appropriate recommendations for revising and improving security policies, procedures, and systems.</li>
<li>Ensures timely notification of pertinent security matters to program technical and management staff.</li>
<li>Ensures the construction project meets the requirements of the ICD 705 Tech Spec, UFC 4-010-05 and the requirements of the customer.</li>
<li>Shall attend all project planning meetings, design reviews, and contractor specific progress/planning meetings providing security input, ensuring customer requirements will comply with the ICD 705 Tech Spec.</li>
<li>Ensures photo documentation is completed for the life cycle of the construction project and retained in accordance with regulations.</li>
<li>Shall evaluate each proposed Sensitive Compartmented Information Facility (SCIF) &amp; Special Access Program Facility spaces for threats, vulnerabilities, and assets to determine the most efficient countermeasures required for physical and technical security.</li>
<li>Brief all levels of personnel, both in the government and senior civilian services, on a variety of security related topics.</li>
<li>Must be proficient in professional briefings, technical writing, and correspondence.</li>
<li>Ensure policy requirements are implemented; advise AO of compliance and variances.</li>
<li>Deliver to the accrediting official Intrusion Detection Reports, Sound Transmission Class (STC) Reports, Radio Frequency (RF) Testing Reports.</li>
<li>Develop all required accreditation documentation to include completed FFC, TEMPEST Checklist, Compartmented Area Checklist (if required), Co-Utilization Agreements, Accreditation Memorandums, Controlled Area Designation Letter (if required), Common Operating Authorization Letters (if required) , SOPs, and Emergency Action Plans.</li>
<li>Provide leadership, performance mentoring, and administrative oversight of team members.</li>

Knowledge and Qualifications

POSITION DESCRIPTION:
NEFSC conducts innovative research to reduce bycatch of sea turtles, marine mammals, and other protected species. Think Tank is seeking a dedicated Gear Research Support Specialist Level I to assist in testing and evaluating fishing gear modifications, leading field research, supporting fishermen training, and contributing to data analysis and scientific publications.
This position requires extensive time at sea, direct work with the fishing industry, and active participation in field projects to advance conservation-focused fisheries management.
RESPONSIBILITIES:

Conduct field studies to test gear modifications aimed at reducing bycatch in commercial fishing, bottom trawl, and aquaculture gear.
</li>

Train fishermen in the use of on-demand technology to mitigate bycatch.
</li>
<li>
Prepare for and de-stage from gear testing and research projects.
</li>
<li>
Identify and observe protected species (sea turtles, cetaceans, pinnipeds).
</li>
<li>
Capture, sample, and tag sea turtles (flipper, PIT, satellite), including biopsies, morphometrics, and blood draws.
</li>
<li>
Participate in small boat operations and use "big eye" binoculars for surveys.
</li>
<li>
Coordinate field activities to achieve project objectives.
</li>
<li>
Collect, enter, and process field data accurately.
</li>
<li>
Assist in analyzing project results and documenting methods, conclusions, and recommendations.
</li>
<li>
Contribute to reports, manuscripts, and presentations.
</li>
<li>
Provide monthly progress updates, including accomplishments, travel, and key outcomes.
</li>
</ul>
REQUIREMENTS:
<ul>
<li>
High school diploma (or equivalent).
</li>
<li>
Basic computer skills; some experience with environmental/biological data preferred.
</li>
<li>
Strong organizational and communication skills.
</li>
<li>
Ability to independently conduct data collection at sea.
</li>
<li>
Fishing vessel safety training.
</li>
<li>
Experience working with the fishing industry and/or on commercial fishing vessels.
</li>
<li>
Ability to spend up to 2 weeks at sea (16-hour workdays) and up to 1 month on vessels or 4 weeks in hotels.
</li>
<li>
Strong teamwork and communication skills; ability to work independently in challenging field conditions.
</li>
<li>
Ability to lift 40 lbs safely on a rolling vessel.
</li>
<li>
Comfortable working up to 12 hours on small boats.
</li>
<li>
Corrected 20/20 vision and valid passport (6+ months before expiration).
</li>
<li>
Proficiency in Microsoft Office (Excel, Word, PowerPoint).
</li>
<li>
Medical clearance and all required safety certifications.
</li>
